Cash, Food, or Vouchers? Evidence from a randomized experiment in Northern Ecuador

چکیده
The debate over whether to provide food-assistance and the form that this assistance should take has a long history in economics. Despite the ongoing debate, there is little rigorous evidence comparing food-assistance in the form of cash versus in-kind. This paper uses a randomized evaluation to assess the impacts and cost-effectiveness of cash, food-vouchers, and food transfers on food consumption. We find that all three modalities significantly improve food consumption. However, differences emerge in the types of food consumed with food leading to significantly larger increases in calories consumed, and vouchers leading to significantly larger increases in dietary-diversity. The U.S. is the main country in the world that delivers its food assistance primarily via transoceanic shipments of commodity-based in-kind food. This approach is costlier and less timely than cash-based assistance, which includes cash transfers, food vouchers, and local and regional procurement, where food is bought in or nearby the recipient country. The U.S.'s approach is exacerbated by a re...
متن کاملCash on delivery: Results of a randomized experiment to promote maternal health care in Kenya
In an experimental setting in Kenya, we show that certain financial and informational interventions delivered over the mobile phone network can be highly effective in boosting facility delivery rates of poor, rural women. Vouchers covering the full cost of care increased facility delivery rates by one-third, but a small copayment reduced the effect to almost zero. Cash transfers sent over the m...
متن کاملThe Impact of Cash Transfers on School Enrollment: Evidence from Ecuador
This paper presents evidence about the impact on school enrollment of a program in Ecuador that gives cash transfers to the 40 percent poorest families. The evaluation design consists of a randomized experiment for families around the first quintile of the poverty index and of a regression discontinuity design for families around the second quintile of this index, which is the program’s eligibi...
